Three Ouachita Parish men arrested after police find package of marijuana in the mail

(6/6/19) OUACHITA PARISH, La. — Three Ouachita Parish men have been arrested, accused of conspiring to distribute over two pounds of marijuana.

According to arrest reports, Louisiana State Police Narcotics and Metro Narcotics Agents were inspecting packages sent through the FedEx Express on Oliver Road in Monroe yesterday. A package, which was going to a trailer on Hinton St in West Monroe,  was removed from the line because police say it had several indicators of a drug parcel. A K-9 Officer alerted to the presence of drugs in the package, and officers found 2.3 pounds of marijuana inside the box after a warranted search.

Troopers then conducted a controlled delivery of the package. Police say a white minivan was seen pulling into a parking lot of a church near the residence after the delivery and the driver of that van, later identified as 44-year-old Christopher Johnson, never got out but only stayed for roughly 20 seconds before leaving. 

Arrest reports also say that officers saw 47-year-old Sylvester James walk inside the trailer and hand the package to 43-year-old Lance Kyles. After Johnson left the scene, a tracker that was placed inside the package alerted police that the packaged had been opened. Officers say that is when they saw Kyles take off running, but he was caught after a brief foot chase.

James and Kyles later admitted to police that he works with Johnson, who is also the owner of the trailer. James also told police that Johnson called Kyles shortly after the package was delivered, telling him that he needed to get out of the trailer. Johnson was found at the Super 8 motel in West Monroe and taken into custody.

All three were booked into the Ouachita Correctional Center and charged with Attempt and Conspiracy. Kyles was also charged with Resisting an Officer and Distribution of Marijuana; his bond has been set at $23,000. James’ bond has been set at $7,500. Johnson posted a $7,500 bond a few hours after being booked.
