Monroe daycare worker fired, charged with cruelty to a juvenile

MONROE, La. (5/17/19) —  “All you hear is pops like pow pow pow, and my baby busted out screaming,” said Kacey Markcom. 

Kacey Markcom said on May 8th her 2-year-old twin daugther Kelsey, who has mental disabilities, was abused at Radiance Child Development Center in Monroe. 

“My baby told her that she booboo’d on herself and asked could she change her and she took the baby to the bathroom roughly,” said Markcom. 

Markcom was able to see surveillance video from police, which she says shows her daughter was spanked for no reason. 

“It was heartbreaking because, why would you beat a child because she pooped on herself….she is two-years-old,” said Markcom.

Monroe Police arrested 36-year-old Lawanda Smith for cruelty to a juvenile. 
The owners of the daycare said Smith was heard talking roughly to the child, but the video does not show her getting physical. According to them, another employee came forward to file a complaint but it was given to Smith’s sister — the night supervisor who never reported the incident. 

“I done worked at this facility before I just didnt understand how they could keep that away from me,” said Markcom.

Daycare owner Lamario Looney declined to go on camera, but gave us this statement:

“It’s an unfortunate incident and it does not represent who we are as child care providers. It is being handles in a proper manner and she no longer works here.”

Markcom told us she has removed her kids from the daycare but her daughter’s therapy has been set back. 

“When you ask her did she poop on herself.. everything is no… mama no,” said Markcom.

The Monroe Police Department is investigating the incident.
