CNN -- There's a move underway in the West to raise the legal age for smoking.
Colorado and Utah, two states with some of the nation's lowest smoking rates, are considering raising the legal age to 21.
On Thursday, lawmakers in both states took steps to take cigarettes from teens.
Both proposals face several more votes.
If approved, they would have some of the most restrictive smoking laws in the nation.
Utah has the lowest smoking rate in the nation at just 12 percent.
Colorado isn't far behind at 18 percent.
