CNN -- A deal making the rounds in Congress could cut as much as $90 worth of food stamps a month for 850,000 people.

Lawmakers say the proposal gets rid of a loophole that has helped 17 states give more generous food stamps to some people who also get federal help to heat or cool their homes.

The congressional research service says the bill would cut an estimated $9 billion from food stamps over the next 10 years. Critics say the cuts will hurt the poor.

But the bill has the support of key lawmakers, including democrats who say the cuts could have been worse.

It's less than the $39 billion that Republicans had wanted to cut from the program -- but double what Democrats had suggested.
