The governor says he'll defer to the State Supreme Court for the legal ruling, but says he's not sure if any counties not involved in the original lawsuit have the standing to issue marriage licenses to same-sex couples.
"The parties are certainly supposed to obey the court order unless its stayed. But whether or not a circuit judge's order extends beyond that is problematic," says Beebe.
