LINCOLN PARISH - UPDATE (6/11/18) Robyn Taylor was headed home with her fiance and two kids when she noticed a fleet of cop cars speed past them on the highway.
"We were probably passed by a total of 20 police cars from the sheriff's office the
State Police Monroe City I mean you name it they were just in hot pursuit. This was crazy I mean I have never in my life...that amount of police force I mean we knew something was going," says Taylor.
Police say Candice Dowd is the woman who led officers on that high speed chase. She was in the backseat of a cruiser handcuffed when she managed to break free. Get behind the wheel and take of headed towards 1-20. State troopers had to use spike tracks to stop her.
That's when Robyn says she decided to record what was happening.
"I had like 17 viewers at the time so I was like ok I'm just going to tell my friends what I'm seeing"
Her video now has over 10,000 views and counting.
Taylor says, "Just a matter of being at the wrong place at the right time or right place at the wrong time I'm not sure which."
She hopes her video will keep others from trying to do the same thing.
"To be able to have that video and people see first hand what was going on there
I think its helpful. Maybe it will deter people from trying to steal cop cars because they will get you," says Taylor.
Police have identified the suspect as 29 year old Candice Dowd of Monroe, La.
Police say Dowd was in the backseat of the locked cruiser when she slipped her wrists through the handcuffs she was in and gained access to the front seat by sliding through the glass window separating the front and back seats.
She has been booked by Louisiana State Police into the Lincoln Parish Detention Center and will be extradited back to Monroe police tell us. She is charged with unauthorized use of a motor vehicle, aggravated flight, careless operation, driving with an expired drivers license, and fugitive from another jurisdiction. Police say more charges could be coming
According to court documents Dowd was arrested back in May for unauthorized use of a motor vehicle when she took a Ford Mustang without the owner's permission.
A woman is in custody after police say she stole a Monroe Police cruiser and crashing in Lincoln Parish, according to the Monroe Police Department.
Police say the suspect crashed the cruiser on I-20 WB heading towards Ruston around 6 p.m.
The Ouachita Parish Sheriff's Office, Monroe Police Department and the Louisiana State Police were all on the scene investigation.
