UPDATE: Suspect Identified in High Speed Chase

UPDATE 7:50 p.m. -- Ouachita Parish Sheriff's Deputies confirmed the identity of the suspect in Monday's high-speed chase from Ouachita to Jackson Parish.

Deputies arrested the driver, 34-year-old Kenneth Phillips of West Monroe, after he led deputies on a chase from Bawcomville to Eros.

According to the affidavit, deputies observed Phillips' vehicle Monday afternoon on Bawcom St. in Bawcomville, recognizing him as a man wanted by Louisiana State Police for a separate incident involving a chase in which Phillips escaped.

When deputies and SCAT officers tried pulling Phillips over, the affidavit reads he accelerated at a rapid pace. During the 45-minute pursuit, deputies said Phillips reached speeds in excess of 100 mph and ran several vehicles off the roadway.

During the pursuit, according to the affidavit, deputies noticed several items being thrown from the drivers side window in small packages. A little while later deputies observed a small brown zipper bag thrown from the drivers side of the vehicle.

Two spike strips were deployed with negative results.

Deputies said Phillips led them around Lapine Road near Eros and back on Highway 34, where LSP laid a third spike strip that neutralized the vehicle. Phillips then tried to escape on foot into the woods near the road but was apprehended after a brief foot chase.

The affidavit reads deputies went back to the vehicle and recovered two plastic bags of suspected marijuana and methamphetamine. Deputies also located the brown pouch which contained various drug paraphernalia including plastic bags, digital scales and used syringes.

Phillips was arrested and charged with Aggravated Flight from an Officer, Obstruction of Justice, Possession of a Controlled Dangerous Substance II (Methamphetamine), Simple Possession of Marijuana, Resisting an Officer and Possession of Drug Paraphernalia.

Phillips has been booked into the Ouachita Correctional Center. His bond has been set at $51,950.

Phillips has a criminal history, including charges of Probation Violation and Possession of a Controlled Dangerous Substance.


Jackson Parish -- A police chase through Ouachita and Jackson Parish ends in an arrest.

Ouachita Parish Sheriff officials say the OPSO SCAT team as well as Louisiana State Police arrested a suspect driving a Ford Explorer after a chase that ended in Eros at LA 34 and Mark Fuller Road. Stop sticks were deployed to get the driver to stop. The suspect then tried to escape into the woods on foot, but was caught.

The chase started when deputies recognized the driver and tried pulling the suspect over on Bawcom Street in Bawcomville earlier this afternoon.

Deputies say the suspect has several arrest warrants out against him, including one from a chase a couple of days ago involving LSP in which the driver escaped.

No injuries were reported.

Both the male driver and his male passenger in the backseat have been arrested and taken into custody.

Authorities said the chase lasted between 30-45 minutes.

Officers said the driver will be charged with Aggravated Flight as well as drug charges. According to authorities, the driver threw an unknown amount of marijuana and meth out of the vehicle during the chase.

Deputies said they will interview the passenger for more details. No identities are being released at this time.
